Justworks is a professional employer organisation for US small businesses, handling payroll, benefits, compliance and HR administration.

Where Justworks sits

Justworks is a professional employer organisation (PEO) for US small businesses: it takes on payroll, benefits administration, compliance and day-to-day HR under a co-employment arrangement, so a ten-person company can stop assembling those functions from four separate vendors. I have followed the PEO category for years, and the thing that sets Justworks apart is not a novel feature list — it is the decision to publish prices. Where ADP TotalSource, TriNet and Insperity name numbers only after a sales call, Justworks lists per-employee rates on a public pricing page and lets you start the sign-up flow online. For a founder comparing options on a weekend, that alone changes the buying experience.

The company was founded in 2012 by Isaac Oates and is based in New York. It has been IRS-certified as a CPEO since 2017 and earned ESAC accreditation in 2019 — two credentials I check first when a PEO asks to become the employer of record for someone's team. Its own press materials claim it serves more than 80,000 employees across thousands of companies, which I treat as a vendor figure rather than an audited one. The minimum is two W-2 employees, and everything is US-only.

What it actually does

The plan structure is three tiers plus add-ons. Payroll runs at $8 per employee per month plus a $50 monthly base fee, and it is exactly what the name says: multi-state payroll, contractor payments, off-cycle runs, tips processing, digital pay stubs, employer payroll tax filings, W-2 and 1099 filings. PEO Basic is $79 per employee per month with no base fee, and it is the plan most buyers should look at: payroll plus compliance support, state unemployment insurance administration, access to workers' compensation (required for PEO plans), federal and state compliance alerts, onboarding and offboarding workflows, basic timecards, PTO management, a document center, accounting software integrations, an employee mobile app, standard HR consulting and 24/7 support. PEO Plus at $124 per employee per month adds access to medical, dental and vision insurance from carriers, COBRA administration, the org chart, the expense management tool, applicant tracking system integrations, custom reporting, advanced time tracking, PTO policies and holiday pay, and dedicated HR consulting.

Three add-ons sit outside the tiers. A dedicated HR advisor costs $30 per employee per month on Basic and Plus. Paying US-based contractors through the platform costs $8 per paid contractor per month on any plan. And CHOICE, the health insurance reimbursement arrangement delivered through partner Thatch, costs $25 per enrolled employee per month — an alternative to group medical plans that is available even on the Payroll tier. Benefits beyond that include 401(k), HSA/FSA accounts, commuter benefits, and COBRA administration on Plus.

My testing notes

I worked through the interactive platform tour on the Justworks pricing page and then followed the registration flow at shop.justworks.com far enough to see what the company asks before it quotes you nothing — it does not quote you anything, because the price is already on the page. Two things stood out. First, the feature comparison table is honest about gating: the cells marked with a dash on Basic (org chart, expense management, custom reporting, ATS integrations, performance management integrations, dedicated consulting) really are absent from that tier, and the demo tour reflects the same gating rather than showing everything and restricting it at export. Second, the flow is genuinely self-serve — you can pick a plan, enter company details and start onboarding without a sales conversation, which remains unusual in this category.

I also built a cost model to see how the published rates behave as a team grows. A ten-person company on PEO Basic costs $790 per month, flat, with no base fee — that is the entire software-plus-services bill before benefits premiums and workers' comp. At 25 employees the same plan is $1975 per month, and PEO Plus is $3100. The arithmetic is linear and predictable, which matters more than it sounds: with quote-based PEOs, per-seat discounts are negotiated, and two similar companies can pay wildly different amounts. With Justworks, the number on the page is the number you pay. The trade-off is that linear pricing gets expensive at scale; a 50-person company paying $3,950 a month on Basic should compare against payroll-only tooling plus a benefits broker.

On support, the published matrix puts 24/7 support and phone/chat channels on the PEO plans, with the Payroll tier limited to the 24/7 help center and standard chat. Capterra's review aggregate shows ease of use at 4.6 and customer service at 4.5 across its sample, and G2's profile carries a 4.6 average across more than a thousand reviews with user-friendly interface and responsive support as the recurring praise — consistent with the pattern I see in owner-operated service businesses adopting it. The recurring complaint in the same corpus is missing features, mostly reporting depth and the absence of certain HR tools on lower tiers.

What it does not do

There is no free tier and no self-serve trial that I could find on the pricing page, so evaluation happens on a live account. It is US-only: no international payroll, no employer of record abroad, and contractors outside the US are out of scope. The two-employee minimum excludes solo founders. Basic genuinely lacks expense management, an org chart, custom reporting and ATS integrations, and medical, dental and vision access only opens up on Plus — so a small company that wants both lean tooling and group health coverage has to buy the top tier or use CHOICE reimbursements instead. Reporting depth is the weakness reviewers repeat most. And because a PEO is a co-employment relationship, you share employer responsibilities and liability with Justworks; that is the point of the model, but it is a structural commitment, not a software toggle. One more honesty note for this catalog listing: Justworks is payroll and HR software, not an AI product, and nothing in its published materials suggests an AI layer worth evaluating on those terms.

How it behaves day to day

The practical question with any PEO is what changes on Monday morning after you sign. From the documented workflows and the tour, the payroll side is conventional: you approve a run, Justworks handles tax filings, and employees pull pay stubs through the mobile app. Where the model earns its money is the compliance perimeter — new hire reporting, state unemployment insurance administration, workers' compensation access, and federal and state compliance alerts sit inside the subscription instead of with a bookkeeper or a separate filing service. In my experience reviewing similar platforms, that perimeter is what small teams actually under-budget for: a first out-of-state hire triggers registrations and filings that a payroll-only tool will remind you about but will not own. Justworks owning them is the core value proposition.

I also paid attention to the onboarding path, since PEO migrations have a reputation for being painful. The platform provides online onboarding and offboarding workflows and a document center in every tier, and the account registration flow asks for company and employee census information up front. That census step is where real-world migrations slow down — gathering current pay rates, benefit elections and tax setups for every employee is manual work no software removes — so budget internal time for it even though the software side is self-serve. The accounting integrations listed on every plan matter here too: syncing payroll journals into QuickBooks or Xero saves a monthly reconciliation, and it is included rather than sold as an add-on.

One structural caution from my reading of the co-employment arrangement: Justworks becomes the employer of record for tax and benefits purposes while you retain day-to-day management. That is standard for the category and it is what gives a small company access to carrier-level benefits and pooled workers' comp rates. It also means your employee data, tax filings and benefit plans run through a third party indefinitely, and switching away later is a migration, not a cancellation. Treat the decision accordingly.

Verdict

Justworks earns 4.0 on my rubric: core functionality depth is strong for the US SMB segment though thin on analytics (weighting 40%), the published per-employee pricing is transparent and competitive against quote-only PEOs but scales linearly into the thousands per month (value, 20%), the interface and self-serve signup draw consistent praise in review aggregates (usability, 20%), 24/7 human support plus consulting is a real service commitment (support/ecosystem, 10%), and CPEO and ESAC credentials together with a decade of operating history are solid reliability signals (10%). If you run a US company of two to fifty people and you want payroll, benefits and compliance handled by one accountable provider without a procurement marathon, this is one of the few PEOs I would put on a shortlist sight-unseen.

Cons

  • US-only: no international payroll, no EOR abroad, and a two W-2 employee minimum excludes solo founders
